Reviews of Registration Practices

The Fairness Commissioner encourages regulatory bodies to periodically review their registration requirements and processes, to root out practices that may not be fair.

Many regulatory bodies already embrace the concept of continuous improvement and perform reviews as part of their strategic planning processes. The Commissioner favours this approach, but will ask for reviews as she becomes aware of specific problems.

To help regulatory bodies conduct reviews of their registration requirements and practices, the office has prepared Conducting Entry-to-Practice Reviews: Guide for Regulators of Ontario Professions.


What is a review?

A registration practices review is a regulatory body’s examination of the registration-related aspects of its governing statute, regulations, bylaws, standards, guidelines, policies and procedures

The purpose of the review is to ensure that registration practices are transparent, objective, impartial and fair.

The review includes analysis of:

  • The need for and relevance of all licensing requirements
  • The efficiency and timeliness of decision-making
  • The reasonableness of fees.
