College of Massage Therapists of Ontario

The College of Massage Therapists of Ontario (CMTO) is the governing body for massage therapists in Ontario. The Office of the Fairness Commissioner (OFC) oversees the registration practices of the college to ensure that they are transparent, objective, impartial and fair for anyone who wants to practise as a massage therapist in this province.

2008

Fair Registration Practices (FRP) Report, 2008

In February 2003, the CMTO submitted proposed changes to its registration regulation to the Ministry of Health and Long-Term Care. In 2008, the CMTO revised its 2003 submission, which had not yet been approved, and proposed a further change regarding the designation and expiry of certificates. As of March 31, 2009, the revised submission was still under review by the ministry.

The College of Massage Therapists of Ontario falls under the jurisdiction of the Ministry of Health and Long-Term Care. The OFC does not assess credentials, handle complaints or intervene in particular cases. Our mandate is one of systemic change. Please contact the CMTO for further information about your ability to practise as a massage therapist in Ontario.

Action

In 2012, the college became aware of a serious security breach in its certification exam. The breach enabled widespread cheating on the exam.

The college took immediate action by communicating with applicants and temporarily suspending part of the exam. It is investigating the security breach, changing some features of the exam and adding security measures.

Candidates were upset. Members of the profession were angry that people would attempt to put the public at risk, by circumventing the process which is designed to assure the public that all those who pass are competent to practise massage therapy.

The college keeps the OFC informed about its actions. The OFC is monitoring the situation.
