Ensuring and communicating fairness in the assessment of competency portfolios

Classification: Non-Health

Regulatory Body

Ontario Professional FORESTERS Association

Ontario Professional FORESTERS Association

Description

This practice helps applicants trust the competency assessment process by explaining how the regulator ensures an objective and fair assessment of individual knowledge and skills.

The Canadian Federation of Professional Foresters Associations and its provincial members (such as the Ontario Professional Foresters' Association) have worked together to develop a competency assessment process for internationally trained applicants and domestic graduates of non-accredited programs.

A handbook for applicants clearly outlines:

  • the measures it takes to ensure that the assessment is fair, transparent, timely and consistent

  • the qualifications and role of assessors

  • the use of three-member assessment panels

  • the applicants' opportunities to request a reassessment and/or identify supplemental learning activities to fill competency gaps

All this information makes the assessment process more open and transparent. It also reassures applicants that their knowledge and skills will be assessed in a way that is fair and objective.

Value to Regulator

  • Helps to ensure quality of qualifications assessment decisions. Assessment tools and processes measure what they intend to measure and yield consistent results.
  • Helps to accommodate diverse needs of applicants.
